Title: Later Carthaginian (II/32) - LH generals

Synopsis: Restrict the use of LH generals


Proposal:

 

Replace

Sub-general - as above or Reg LH (O) @ 25AP 0-2

with

Sub-general - Reg Cv (O) 0-2

Replace sub-general with Reg LH (O) sub-general 0-1

 

Add to notes:

An LH sub-general may command only Numidian Irr LH (O) and Numidian

Irr Ps (S).

 

Justification:

 

When first suggested, the option for an LH sub-general was to be

limited to one general with an all-LH command, and was intended to

cater for Masinissa, when serving in Spain with a command entirely of

Numidian light horse but without the autonomy of an ally-general, and

also for the all-Numidian wing at Cannae (under Hanno or Maharbal).

It could also be extended to Mago's ambush at the Trebbia, of

Numidian light horse and infantry, so it is now suggested here that

an LH general's command can include Numidian Ps.

 

The published version, allowing both sub-generals to be LH without

any restriction on their commands, was apparently adopted for reasons

of space.

Synopsis: Later Carthaginians to be allowed hills that disadvantage

mounted troops

 

Proposal: Add DBM H(S), DBMM RH, DH to the terrain options allowed.

Justification:

In favour of Carthaginian hills that are not good going is the battle

of Adys (Polybius I 30) where the Carthaginians (facing Regulus's

invading Romans) pitch camp on high ground, confining themselves to "a

precipitous place, difficult of access" which subsequently proved to

be unsuitable for their elephants and cavalry.

 

Also, during the Mercenary War following the end of the First Punic

War, the rebel mercenaries and Libyans "...avoided level ground, as

they were afraid of the elephants and Naravas' horse" (Polybios I 84)

 

These two examples indicate that high ground that disadvantages

mounted troops (including elephants) could be found within the 'home'

territory of Carthage.

 

As Carthaginian penetration southwards from the Mediterranean coast

only seems to have become significant from the 3rd Century BC, this

proposal has not been extended to Early Carthaginians (I/61).
